Get Price
Convert an amount of a base asset to its equivalent in a quote asset using the relevant active, non-expired ExchangeRate entry. Aligned with VPR MOD-XR-QRY-3. When (base_asset_type, base_asset) == (quote_asset_type, quote_asset), price == amount and rate fields are omitted. Otherwise price = floor(amount * rate / 10^rate_scale).
